Here is my submission opposing Judith Collins' "Franken Technology Bill", which you are welcome to cut-and-paste to help you with making your own submission to the Select Committee. You will gather, from my opening sentence that I, like so many Kiwis, am horrified at what this bill proposes.
What is the reason behind her insistence on promoting this terrible legislation? Why is the National Party ignoring and betraying rural New Zealand, which used to be its foundational support? Could it be due to outside influences manipulating her actions? Is it connected to recent revelations in the US about the Deep State and its globalist plans to undermine freedom, democracy, and individual well-being? Or, is it just effective lobbying of naiive politicians by academics, researchers, and commercial entities pursuing their own interests and trying to maximise profits?
We are discovering that many millions of manipulative dollars have been channelled into NZ, but just how much and to whom is yet to be revealed. Has any of this to do with recent events in New Zealand, that are pushing this country into social and economic discord? Introduction: A Betrayal of Public Trust and Scientific Integrity
The Gene Technology Bill 2024 is one of the most radical and reckless attempts to deregulate genetic engineering in New Zealand's history. This bill takes away the government's control over gene-editing technologies and gene-edited organisms. It allows them to be released into the environment and food supply without a proper risk assessment, economic analysis, or public consultation.
The underhanded way this bill is being pushed through raises serious constitutional concerns. It is an attack on the democratic process and public trust, bypassing the safeguards that exist to ensure that legislation of such significance is properly scrutinised.
The Gene Technology Bill Threatens New Zealand's Sovereignty, Reputation, and Individual Rights
The Gene Technology Bill introduces radical deregulation of genetic engineering in agriculture while also undermining fundamental democratic safeguards. It paves the way for mandatory gene-based medical treatments, weakens democratic checks and balances, and eliminates transparency in food labelling. This bill erodes New Zealand's national sovereignty and public trust, ceding authority to foreign regulatory bodies and sidelining the voices of its citizens.
Key Issues with the Bill:
The bill lets gene-technology-based medicines be used for mandatory use if at least two foreign gene-technology regulators approve them. This removes New Zealand's ability to independently assess medical interventions, forcing compliance with foreign-determined standards.
Emergency Authorisations — The Minister responsible for the Gene Technology Act is granted the power to authorise emergency gene technology use, bypassing normal safety checks and democratic oversight. This could allow untested genetic interventions to be rushed into use without due process.
Fast-Tracking Laws — The Bill was introduced to Parliament on the 9th of December, 2024. It is expected to be fully passed by the end of 2025. Only a short period of public consultation ended on the 17th of February, 2025. This limits public influence and forces through significant legal changes with minimal scrutiny.
Ignoring COVID Lessons — Despite widespread public concern over rushed pandemic policies, the Bill institutionalises medical mandates without adequate safety reviews, even before the Royal Commission's Phase Two findings on pandemic management have been published.
Foreign Regulators Will Make Important Health Decisions – Important health decisions will be given to foreign regulators. This will make New Zealand less independent and responsible for its own medical policies.
Food Safety Risks — The bill eliminates mandatory labelling for gene-altered foods, denying consumers the ability to make informed choices. This move compromises food safety and transparency, increasing the risk of unknown health consequences from unlabelled genetically modified products.
Erosion of Public Trust — By withholding essential health statistics and weakening transparency, the Bill further damages public confidence in governance and the integrity of regulatory institutions.
Democratic Danger — As Dr. Guy Hatchard describes, this legislation resembles a stealth authoritarian takeover, centralising power while undermining public freedoms and informed consent.
Removal of Key Safeguards – Initial expectations that the Bill would include strong public safety measures were misplaced. Instead, the legislation prioritises convenience and external corporate interests over New Zealanders' well-being.
Evidence of Procedural Impropriety — A Breach of Public Trust
Physicians and Scientists for Global Responsibility New Zealand (PSGR) has written to Parliamentary Services about how this Bill was handled. They say Parliamentary Services did not follow the rules correctly. There is strong evidence that Parliament's powers are being manipulated for political purposes, bypassing established legal and constitutional safeguards.

The official Parliamentary website does not have important reports, like the Bills Digest, Regulatory Impact Statements, and Cost-Benefit Analyses (PSGRNZ, 2025).
Rushed Public Consultation Over the Summer Break — The Bill was deliberately introduced just before the summer recess, with a submission deadline of the 17th of February, 2025.
Major New Zealand industries have already been denied extensions for submissions, even though there is no cost-benefit analysis.

An extension to the submission deadline — The public, scientific community, and industry must be allowed more time to assess the implications of this law.
The government must show that deregulating genetic engineering will not hurt human health, the environment, or trade.
A full economic impact study – New Zealand's economic future is at stake. We demand a thorough cost-benefit analysis.
Parliamentary transparency and accountability — All legal advice given to the Select Committee must be made public to ensure procedural fairness.
Warning: A National Disaster is in the Making
If the Gene Technology Bill 2024 is passed without proper scrutiny, scientific oversight, and economic evaluation, it will be one of the greatest betrayals of the New Zealand public in modern history.
Parliamentary Services must immediately intervene to halt this process and restore democratic integrity.
New Zealanders deserve transparency, accountability, and the right to make informed choices.
